Objectives of This New Program Dedicated to Quebec Businesses
Declined in three distinct components, PSCE aims to achieve very specific objectives. The first component aims to intensify the capacity of SMEs to commercialize their products and services in the Quebec market; commercialization being a first step towards export. The second component concerns the increase in export capacity of SMEs for projects intended for markets outside Quebec. For its part, the third component is structured around financial support for large companies in various projects intended for international markets.
Companies and Revenues Eligible for PSCE
For-profit companies, social economy companies and non-financial cooperatives are all eligible for PSCE. These companies must be legally incorporated in Quebec, or in Canada, and must have a head office in our province. Companies with revenues of at least $100M are eligible for components 1 and 2 and those whose revenues exceed $100M are eligible for component 3.
Enhanced PSCE Eligibility Process
In the old version of this program — previously named PEX (Export Program) — it was impossible for Quebec companies to claim expenses related to the development of the Quebec market. This is mainly why Investissement Québec created component 1 of PSCE. Now, this component allows it.
If the maximum grant available in the old program was $80,000, it was increased to $250,000 with the advent of the new program. From now on, hiring a sales representative, in addition to the market development expert recognized in the previous program, is considered an eligible expense!
To be eligible for the program, a submitted project must be carried out over a continuous and maximum period of 12 months. A company wishing to make a financial assistance request must include eligible expenses of at least $25,000 for components 1 and 2, and $100,000 for component 3. Previously, the minimum of eligible expenses to file a request was $15,000.
